EU LEVEL OF ENVIRONMENTAL PROTECTION IS NOT SUFFICIENT!
Environmental protection is a highly important objective of the European Union. However, the level of environmental protection within the Member States is not considered as being sufficiently. Many companies do not bear the costs of pollution for society. This market failure needs to be addressed! Therefore, public authorities can use regulations to make sure that companies meet certain environmental standards or pay for their pollution, for instance by taxes or admission trading systems. If the polluter pays principle cannot be implemented, State aid can be used to respond to the market failure.

ENVIRONMENTAL STATE AID NEEDS TO BE TARGETED VERY PRECISELY!
In order to enforce a stricter overall environmental policy or to give private firms an incentive to invest in environmental protection, State aid may be justified. The EU State aid guidelines for environmental protection lay the basis for aid and aid control in the environmental sector. The guidelines can be quite generous. However, the aid needs to be targeted very precisely!
