Background
For the present programming period the European Commission has set out detailed arrangements on the management and control systems to be operated by Member States. With these regulations, the Commission has responded to the generally ineffective or moderately effective control systems which have led to incorrect reimbursements. As a result, the Member States are now given more responsibility in monitoring their Operational Programmes and are required to carry out their own audits. The Commission relies greatly on these audits and a failure to comply with the rules may lead to a financial liability of the EU budget. Furthermore, the Commission recently approved additional regulations, aiming at simplification of procedures.
Public officials working in the field of Structural Funds need to face these new challenges in their audit strategies and meet the new audit requirements. Accurate knowledge of the current regulations and its implementation greatly reduces the risk of incorrect reimbursements.
Target Group
Workshop
The purpose of the workshop is to familiarise you with the current regulations and provide you with strategies which will enable you to comply with the Commission’s requirements. The agenda covers a variety of issues relevant to all three authorities involved in the auditing of EU Funds. The workshop provides participants with specific knowledge and essential skills on system audits and important topics like simplified cost options, audit programme, audit approach and framework of references. The case studies pick up several specific problems of system audits. A special focus is given to the approaches taken to audits of operations, statistical sampling and on-the-spots checks.
In addition, the workshop provides an established European forum in which experiences related to the financial period 2007-2013 can be discussed and know-how exchanged.
